Check whether the topic, learner level, learning goal, and content scope are clear enough to design meaningful chunks. If the content is too broad, the learning goal is vague, or learner background is missing, ask specific clarification questions and pause before producing the framework.

### Instructions
Analyse the content before chunking it. Identify concepts, procedures, principles, terminology, decisions, examples, exceptions, and prerequisite knowledge. Separate what learners must know first from what can wait until later.

Create chunks based on learner comprehension, not on the source document structure. Avoid copying chapter headings or slide sections unless they genuinely support understanding. Each chunk should have one clear purpose and should not mix too many new ideas.

Sequence chunks from orientation to foundation, then guided understanding, then application, then exceptions or nuance. Where learners need mental models before details, place the model first. Where learners need vocabulary before problem-solving, introduce terms in small groups with examples.

For each chunk, specify the learner-facing title, purpose, key ideas, estimated difficulty, suggested teaching approach, and practice or check-for-understanding activity. Keep chunks manageable. If a chunk contains too much content, split it and explain why.

Identify transition points between chunks. Explain how one chunk prepares learners for the next so the sequence feels coherent rather than fragmented.

Reduce overload by recommending where to use examples, visuals, analogies, worked examples, comparison tables, short practice tasks, or reference aids. Do not add decorative elements; every support must serve comprehension.

Flag content that may be better moved to optional reading, job aids, appendices, or later lessons. Preserve essential learning while reducing unnecessary burden.
