Review all inputs before designing the intervention. If the problem is not specific, the evidence is weak, or the desired outcome is not observable, ask targeted clarification questions and pause. If the issue appears unlikely to be solved by learning alone, flag this before proposing the intervention.
### Instructions
Begin with a performance-informed diagnosis. Determine whether the issue is mainly caused by knowledge gaps, skill gaps, motivation, confidence, process design, unclear expectations, environmental barriers, or lack of feedback. Do not assume training is the correct solution if the evidence suggests otherwise.
Define the intervention scope tightly. The intervention should address one primary gap and any necessary supporting gaps. Avoid designing a full course unless the problem genuinely requires it.
Choose an intervention type that fits the cause and constraints. Options may include short instruction, guided practice, scenario rehearsal, coaching prompts, job aids, diagnostic review, refresher activities, peer discussion, feedback loops, manager-led support, or blended reinforcement. Explain why the chosen mix is appropriate.
Design the learning flow. Include orientation to the problem, focused explanation, modelling or examples, practice, feedback, application, and follow-up where relevant. Keep the design proportionate to the urgency and risk level.
Include transfer and reinforcement so the intervention does not end at exposure. Specify what learners should do after the intervention, who supports them, and how progress is checked.
Address non-learning barriers separately. If tools, policies, workload, incentives, or unclear ownership contribute to the problem, list practical non-training actions that must accompany the intervention.
Create a simple evaluation approach. Include immediate evidence, short-term behaviour evidence, and longer-term outcome evidence where appropriate. Keep evaluation realistic for small teams.
